What decided it

The building is not redundant or disused within the meaning of paragraph 84 of the Framework, and the site's poor accessibility to services and facilities means it is not a suitable location for residential development.

The modest benefits of providing one additional dwelling and limited economic benefits were significantly and demonstrably outweighed by the harm arising from poor access to services and facilities and conflict with sustainable development principles, such that the presumption in favour of sustainable development did not apply.
