Under paragraph 11(d) of the Framework, the modest benefits of five dwellings and economic benefits during construction were significantly and demonstrably outweighed by the incongruous form of development, failure to maintain high amenity standards for existing occupiers, and failure to be sympathetic to local character, resulting in dismissal.
