Main issues, as the Inspector framed them

• whether the appeal site is a suitable location for housing having regard to local and national policies
• the effect of the proposed development, including the removal of two trees, on the character and appearance of the area, including its effect on the significance of the nearby Streatley Conservation Area and the North Wessex Downs National Landscape
• the effect of the proposed development on nearby public rights of way
• whether the proposal would have an acceptable effect on flood risk with specific reference to surface water drainage

What decided it

The less than substantial harm to the designated heritage asset of the Streatley Conservation Area, combined with the conflict with the spatial strategy and harm to the National Landscape character, outweighed the significant weight given to the self-build provision and other modest benefits.

The significant weight attached to the spatial strategy conflict and great weight to the harm to the National Landscape, together with less than substantial harm to the Conservation Area, outweighed the significant weight given to self-build provision and the modest weight given to housing, economic and sustainability benefits.
