What decided it

The less than substantial harm to the significance of the Grade II listed Arlington House and the failure to meet minimum space standards for proposed apartments, which would not be outweighed by the modest public benefits of two additional housing units, and the clear reason for refusal under paragraph 11(d)(i) of the Framework.

The modest social and economic benefits of delivering two housing units in a well-connected area with housing under-supply were given moderate weight but were insufficient to outweigh the great weight given to the conservation of the designated heritage asset (Grade II listed Arlington House), with less than substantial harm to its significance; the harm to heritage assets provided a clear reason for refusal under paragraph 11(d)(i) of the Framework, displacing the balance in favour of granting permission.
