What decided it
The unacceptable harm to character and appearance combined with unacceptable highway safety risks, which when weighed against the housing supply benefits under paragraph 11(d) of the Framework, significantly and demonstrably outweighed those benefits.
The benefits of three additional dwellings in a sustainable location and the contribution to housing supply shortfall were significantly and demonstrably outweighed by the adverse impacts of poor design quality and unacceptable highway safety risks, such that the presumption in favour of sustainable development did not apply.
