What decided it

The proposed dwelling would provide an evolution in the built form, would not appear crammed, and would not be detrimental to the character and appearance of the area, thereby complying with the development plan.

Although the Council could not demonstrate a five-year housing land supply, the Inspector found the proposed dwelling acceptable on its own merits and in accordance with the development plan as a whole, making the tilted balance provisions unnecessary.
