What decided it

The particular circumstances of the site being surrounded by development on all sides and having an urban residential character, combined with the Government's objective to significantly boost housing supply, outweighed the conflict with the development plan's location strategy.

The conflict with LP Policy GS3 directing development to defined settlement limits was given moderate weight, but this was outweighed by the site's proximity to existing development, its urban residential character, significant accessibility to services and facilities, and the modest contribution of five dwellings to housing supply in the context of the Government's objective to boost housing delivery.
