The cumulative effect of conflicts with four main issues—unacceptable accessibility, harmful character and appearance effects, privacy impacts on neighbours, and unresolved highway safety concerns—combined with the Council's ability to demonstrate a 5.8-year housing land supply, meant the modest housing benefits could not outweigh the significant harms.
The modest benefit of boosting local housing numbers and moderate benefits of site remediation and re-use of previously developed land were insufficient to outweigh the significant harms identified across accessibility, character and appearance, living conditions, and highway safety, and the various policy conflicts.
