The scale, illumination method and prominence of the digital advertisement would cause unacceptable harm to the visual amenity of the area and would be unsympathetic to the character of the Ancoats Conservation Area, contrary to the statutory duty under Section 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
