What decided it

The applicant failed to demonstrate that the proposed dwelling could not be satisfactorily sited elsewhere within the golf club in accordance with Policy DM46, and the dwelling would cause unacceptable harm to character and appearance, with these harms outweighing the moderate benefits in the planning balance.

The moderate weight of collective benefits (housing contribution, manager accommodation, security needs) was outweighed by the great weight of harm arising from conflict with the development plan's locational strategy and character and appearance policies, particularly given the limited scale of development and the Council's 3.5-year housing land supply.
