What decided it

The substantial weight attributed to the adverse impacts on character and appearance, particularly the erosion of the gap between built development and open space and the likely pressure to remove or prune the adjacent mature trees, significantly and demonstrably outweighed the benefits of housing delivery and economic contribution.

The benefits of housing delivery, reduced pressure for Green Belt development, and economic benefits from construction attracted limited weight, but the substantial harm to character and appearance significantly and demonstrably outweighed these benefits when assessed against the Framework taken as a whole.
