What decided it

The retention of the majority of the planted boundaries, which would preserve the character and appearance of the street scene and maintain the ecological buffer for the Local Wildlife Site, while allowing development that complies with the relevant development plan policies.

Although the proposal would conflict with the development plan when read as a whole, there were no sufficiently weighted material considerations, including the Framework, which would indicate a decision otherwise, and the appeal was allowed.
