What decided it
The significant shortfall in car parking provision (2 spaces against a requirement of 15) would result in a significant intensification of on-street car parking demand in a compact and active area with narrow pavements, leading to unacceptable impacts on highway and pedestrian safety.
The benefits of housing supply and efficient use of previously developed land were not sufficient to outweigh the harm to highway and pedestrian safety; the proposal conflicted with the development plan taken as a whole and the Framework did not indicate a decision should be taken otherwise than in accordance with it.
