What decided it

The considerable, moderate and limited public benefits of the scheme outweighed the identified less than substantial heritage harm to Bank Hall and Bank Farmhouse and the unsubstantiated conflict with the adopted spatial strategy.

The considerable, moderate and limited public benefits (housing supply and mix, affordable housing, public open space, employment and skills, biodiversity net gain, bus stop improvements) outweighed the less-than-substantial heritage harm to Bank Hall and Bank Farmhouse and the unsubstantiated conflict with Policy 1 and the development plan as a whole, tipping the balance in favour of the appeal.
