What decided it

The significant and enduring harm to character and appearance caused by the development breaching the stark boundary between the urban form and the rural countryside outweighs the limited benefits of housing delivery in a context of housing land supply shortfall.

The benefits of three new homes, support for local facilities, construction jobs, landscaping, ecological enhancements, affordable housing contribution and potential footpath improvements were outweighed by the significant and enduring harm to character and appearance and the failure to provide an appropriate housing mix, when assessed against the Framework as a whole.
