The benefits of housing delivery (significant weight but tempered by modest scale) and minor temporary and ongoing economic benefits were greatly outweighed by the harm caused by the unsuitable location creating reliance on private motor cars, failure to preserve and enhance the AONB/NL, and erosion of rural character
