What decided it

The failure of the appeal scheme to conserve and enhance the High Weald National Landscape, combined with the unsustainable location requiring dependence on private motor cars, provided clear reasons to refuse the development that outweighed the benefits of housing delivery.

The benefits of housing delivery (significant weight but tempered by modest scale) and minor temporary and ongoing economic benefits were greatly outweighed by the harm caused by the unsuitable location creating reliance on private motor cars, failure to preserve and enhance the AONB/NL, and erosion of rural character
