What decided it

The absence of a completed planning obligation to secure mitigation for the likely significant effect on the integrity of the South Pennine Moors SPA and SAC, combined with significant harm to character and appearance and parking provision, outweighed the moderate benefits of providing a new dwelling.

The moderate benefits of providing a new home and supporting housing delivery were outweighed by significant conflict with the development plan relating to character and appearance, parking provision, and the integrity of designated nature conservation sites, with the presumption in favour of sustainable development disapplied due to the SPA/SAC integrity issue.
