The harmful effects on living conditions of both future occupiers (from noise, disturbance and fumes affecting private amenity spaces) and existing occupiers (from overbearing scale in rear gardens), combined with unresolved parking stress, significantly and demonstrably outweighed the benefits of housing delivery.

The benefits of efficient land use, housing delivery and economic benefits were given limited weight, whilst the significant harm to living conditions of existing and future occupiers and highway safety concerns were given significant weight, resulting in the adverse impacts significantly and demonstrably outweighing the benefits.
