What decided it

The side canopy along the original house (but not the rear extension) was demonstrated to have been in place for more than four years before the enforcement notice was issued, placing it outside the four-year enforcement period under section 171B of the Act, while the rear and side canopies associated with the rear extension were substantially reconstructed less than four years before the notice.
