What decided it
The cramped and uncharacteristic layout of the backland development, particularly the centrally-located terrace, combined with unacceptable living conditions for future occupants of Plots 6 and 8 due to tree overshadowing, would significantly and demonstrably outweigh the housing supply benefits even under the tilted balance.
The benefits of delivering 8 new homes on a brownfield site in a sustainable location, including smaller dwellings consistent with housing needs, were outweighed by the significant harms to the character and appearance of the area through the cramped and incongruous backland layout and the unacceptable living conditions for future occupants of Plots 6 and 8 due to tree overshadowing.
