The unacceptable harm to the living conditions of neighbouring occupants through loss of outlook and daylight, combined with unacceptable harm to highway safety through exacerbation of parking pressure, outweighed the modest benefits of the proposal.
The cumulative weight of the benefits (character and appearance improvement and provision of two affordable units) was moderate and was significantly and demonstrably outweighed by the harm to living conditions and highway safety when assessed against the policies of the Framework, such that the presumption in favour of sustainable development did not apply.
