Main issues, as the Inspector framed them
- Whether the proposed development would preserve the setting as it relates to the special interest of the grade II* listed building (Holy Rood Church)
- The extent to which it would preserve or enhance the character and appearance of the Holybourne Conservation Area
- Whether the proposal would provide adequate foul drainage
What decided it
The less than substantial harm to the significance of the listed building and conservation area, when weighed against the moderate public benefits of housing delivery, does not satisfy the requirements of the Planning (Listed Buildings and Conservation Areas) Act 1990 and the Framework.
The moderate weight given to the public benefits of four new dwellings (including two self-build plots) and housing supply does not outweigh the great weight required by paragraph 205 of the Framework for conservation of designated heritage assets; the heritage harm is decisive.
