What decided it
The extent of structural modifications required to the buildings would constitute significant rebuilding rather than genuine conversion under saved Policy DC8, and the site's rural location with poor accessibility to services and facilities would not maintain the vitality of rural communities as required by the Framework.
The moderate benefit of three dwellings towards housing supply was substantially outweighed by the significant harm arising from conflict with development plan policies on building conversion standards and rural location strategy, assessed against the Framework as a whole.
