What decided it
The garage's predominantly flat roofed form with short side roof slopes and squat proportions creates a visually incongruous and jarring addition to the cluster that is harmful to character and appearance, whereas the outbuilding's low-rise massing broken into elements with pitched roof appearances is sufficiently absorbed into the cluster and not visually harmful.
