The bulky and prominent crown roof forms on units 1 and 2 would harm the character and appearance of the Laleham Conservation Area, and this less than substantial heritage harm was not outweighed by the public benefits of the proposal.

The less than substantial harm to the significance of the designated heritage asset, to which great weight must be attached, was not outweighed by the public benefits of modest housing supply and efficient land use, resulting in dismissal of the appeal.
