What decided it

The failure to provide affordable housing in conflict with JLP Policy SP02, combined with the failure to adequately assess impacts on protected species in conflict with JLP Policy LP16, cumulatively outweighed the benefits of the proposal.

The benefits of housing delivery and economic benefits (attributed little weight) and the previous permission on the site were outweighed by the cumulative harms of failure to provide affordable housing and failure to adequately consider protected species impacts.
