Main issues, as the Inspector framed them
- whether the proposed development would be a suitable location for residential development
- whether the proposal makes adequate provision for affordable housing
- the effect of the proposed development upon protected species
- the effect of the proposed development on the living conditions of the future occupiers of plots 5 and 6
What decided it
The failure to provide affordable housing in conflict with JLP Policy SP02, combined with the failure to adequately assess impacts on protected species in conflict with JLP Policy LP16, cumulatively outweighed the benefits of the proposal.
The benefits of housing delivery and economic benefits (attributed little weight) and the previous permission on the site were outweighed by the cumulative harms of failure to provide affordable housing and failure to adequately consider protected species impacts.
