The replacement windows, when assessed against the Burroughs Day principles, do not materially affect the appearance of the building as a whole because the front elevation (the most visible) shows only minor visual differences from the public realm, and the rear and side elevations are not seen in combination with the front or read as part of the building's overall composition.
