Main issues, as the Inspector framed them
- the effect of the proposed development on the living conditions of future occupiers, with particular regard to noise and disturbance, outlook and provision of private amenity space
- highway safety, with regard to parking provision
What decided it
The harm to the living conditions of future occupiers from noise generated by the adjacent business, combined with the unacceptable highway safety impact from inadequate parking provision, significantly and demonstrably outweighed the modest housing benefits of the proposal.
The modest housing benefits and social and economic benefits from construction and future residents' activities were significantly and demonstrably outweighed by the harm to living conditions of future occupiers regarding noise and the harm to highway safety regarding parking provision, such that the presumption in favour of sustainable development did not apply.
