The proposed access and roadway would introduce conspicuous, incongruous modern features that would fundamentally undermine the landscape character and scenic beauty of the High Weald AONB/NL, providing a clear reason for refusal under NPPF paragraph 11(d) notwithstanding the Council's lack of five-year housing land supply.

The benefits of three new dwellings and modest economic and biodiversity benefits were greatly outweighed by the harm caused by the failure to preserve and enhance the AONB/NL
