What decided it

The less than substantial harm to the significance of the Grade II listed King William IV public house, which the identified public benefits would not outweigh, provided a clear reason for refusal under paragraph 11d) of the Framework despite the council's housing land supply shortfall.

The moderate weight given to the public benefits of delivering a single new dwelling and supporting housing supply was outweighed by the great weight required to be given to the conservation of the significance of the listed building, resulting in refusal.
