The moderate weight afforded to the policy conflict with the development plan was outweighed by the significant benefits of delivering six houses to address the housing shortfall, reusing a previously developed site with poor appearance, generating economic benefits and construction jobs, and reducing vehicle movements compared to the existing commercial use, with no other significant adverse impacts demonstrated.
