The poor design of the town houses backing onto Brooklands Road, causing harm to character/appearance and living conditions, outweighed the housing and other benefits in appeals A and B, whereas appeal C's accordance with the development plan led to it being allowed.
For appeals A and B, the conflict with the development plan, in particular the poor design layout, significantly and demonstrably outweighed the benefits including housing delivery, economic and environmental benefits; for appeal C, with no conflict with the development plan and no adverse material considerations, the balance favoured the proposal.
