What decided it

The harm identified with regard to flood risk, as an area at risk of flooding listed in footnote 7 to paragraph 11(d) of the Framework, provided a clear reason for refusing the development and prevented the presumption in favour of sustainable development from applying.

The benefits of the proposal, including the provision of a single dwelling contributing to housing supply and the self-build nature of the development, were not sufficient to outweigh the harm identified regarding location suitability, flood risk, and protected species impact, particularly given that flood risk provided a clear reason for refusal under the tilted balance.
