The limited harm caused to the character and appearance of the area and conflict with policy EV2 is significantly and demonstrably outweighed by the benefits of nine dwellings contributing to housing under-supply, efficient use of land in a sustainable location, and economic benefits, assessed against the policies in the Framework taken as a whole.
