What decided it

The inability to demonstrate that the development would not harm the integrity of the Arun Valley Protected Sites, combined with harm to character and appearance and biodiversity, outweighed the housing delivery benefits.

The public benefits of delivering up to eight dwellings on a windfall site with economic benefits were outweighed by the collective harms to character and appearance, biodiversity and the Arun Valley Protected Sites, with the latter disengaging the presumption in favour of sustainable development under NPPF footnote 7.
