What decided it
The cumulative harm arising from the proposal's conflict with the development plan (substantial rebuilding contrary to Policy SUS3, unsustainable location contrary to spatial strategy), significant adverse impact on the National Landscape character, and failure to meet national technical housing standards for floor area outweighed the moderate benefits of one additional dwelling.
The moderate benefits of housing delivery and energy performance were substantially outweighed by the significant cumulative harm from policy conflicts, National Landscape impact, and inadequate living conditions, such that the adverse impacts would significantly and demonstrably outweigh the benefits even if paragraph 11d of the Framework were engaged.
