The proposed development would harmfully erode the verdant and rural character of the area and the intrinsic character and beauty of the High Weald National Landscape, contrary to development plan policies and the Framework, and this harm could not be outweighed by the housing and economic benefits.

The collective benefits of housing delivery, economic benefits and biodiversity enhancement weighed only moderately in favour, but were insufficient to outweigh the significant harm to the character and appearance of the area and the landscape and scenic beauty of the High Weald National Landscape, to which great weight must be given.
