What decided it
The conflict with the spatial strategy of the recently made Neighbourhood Plan and the harm to landscape character and appearance, when weighed against the moderate benefits of addressing self-build shortfall, meant the adverse impacts significantly and demonstrably outweighed the benefits under NPPF paragraph 14.
The moderate benefits of addressing the self-build shortfall, economic benefits, environmental benefits (over 10% biodiversity net gain), and sustainability of location near bus services were significantly and demonstrably outweighed by the conflict with the spatial strategy of the development plan and the Neighbourhood Plan, and the harm to the character and appearance of the landscape.
