Main issues, as the Inspector framed them

  • Whether the site is suitable for residential development, having regard to its location, the proposed land use and the amount of development

What decided it

The evidenced unmet need for self-build plots and the site's physical proximity and relationship to Osgathorpe, combined with the application of Policy S5(j) of the Framework, meant the benefits substantially outweighed the conflict with the Local Plan policies.

The conflict with Policies S2 and S3 of the Local Plan and the limited harm arising from that conflict would not substantially outweigh the benefits of addressing the evidenced unmet need for self-build plots and the economic benefits of the scheme, applying Policy S5(j) of the Framework.
