What decided it
The harm to character and appearance caused by the dwelling's cramped siting, looming presence, and lack of meaningful landscaping, combined with the irregular plot layout, was found to be so significant that it outweighed the benefits of delivering an additional housing unit in a location with an acknowledged housing land supply shortfall.
The benefits of housing delivery and use of a windfall site within a settlement were outweighed by the significant harm to character and appearance and the importance of achieving well-designed places, such that the adverse impacts demonstrably outweighed the benefits and the presumption in favour of sustainable development did not apply.
