What decided it
The significant harm to the character and appearance of the area caused by the scale, bulk, massing and incongruous materials of the proposed buildings outweighed the housing supply benefits when assessed against the Framework as a whole.
The great weight attributed to the benefits of 31 additional dwellings in a sustainable location with housing supply shortfall was outweighed by the substantial weight given to the significant harm to character and appearance, resulting in the adverse impacts significantly and demonstrably outweighing the benefits.
