The proposal conflicts with the development plan on both sustainability grounds (isolated location with poor accessibility and reliance on private vehicles) and living conditions grounds (insufficient internal floor area and headroom to meet technical housing standards for a 4-bedroom dwelling), and the harms substantially outweigh the benefits.
The significant environmental and social harms of an additional dwelling in a remote, car-dependent location together with the moderate social harm from insufficient internal living space substantially outweighed the very modest social benefit of an additional dwelling and the moderate environmental benefit of reusing an existing building.
