What decided it

The unacceptable and harmful effect on the character and appearance of the area caused by the extensive roof lights, which would conflict with the development plan taken as a whole and paragraph 131 of the Framework's requirement for high quality places.

The modest benefits of heritage asset reuse, economic activity, and environmental performance were outweighed by the conflict with the development plan's strategic objective for high quality and sustainable design reflecting local character and distinctiveness, particularly given the Council's 5-year housing supply and minimal housing quantum.
