What decided it
The harm to the significance of the Listed Building and Conservation Area, being less than substantial but not outweighed by the limited public benefits of two additional dwellings, combined with the unacceptable parking and access arrangements affecting pedestrian safety, provides clear reasons for refusal that displace the presumption in favour of sustainable development despite the Council's inability to demonstrate a five-year housing land supply.
The harm to the character and appearance of the Conservation Area and the setting of the Listed Building, to which substantial weight was attached, was not outweighed by the limited weight afforded to the public benefits of housing delivery and economic benefits, and the unacceptable highway safety impacts provided an independent reason for dismissal.
