Main issues, as the Inspector framed them
- whether the development would be contrary to the spatial strategy
- its effect on the character and appearance of the countryside
- the effect on the residents in the vicinity
- whether material considerations justify a decision otherwise than in accordance with the development plan (the planning balance)
What decided it
Because the most important development plan policies (BSC1 and H18) were out-of-date, the tilted balance under paragraph 11(d) of the Framework applied, and the limited landscape harm did not significantly and demonstrably outweigh the scheme's benefits.
The benefits of housing delivery (including 30% affordable housing), economic benefits and environmental benefits outweighed the limited harm to the character and appearance of the countryside under the tilted balance.
