The significant benefits of contributing 7 new homes (including 2-bed units) on a brownfield site in a housing supply shortfall, with sustainable location near services, were outweighed by the significant harms to character and appearance, inadequate amenity space for future occupiers, unacceptable loss of privacy to Holkham, excess parking provision contrary to sustainable transport objectives, and undemonstrated biodiversity compliance.
