The benefits of golf club enhancement, housing delivery, sustainable design, and biodiversity net gain did not clearly outweigh the substantial harm from inappropriateness and loss of Green Belt openness, the harm to character and appearance, the unsustainable location, and the inadequate living conditions for future occupiers.
