The appellants failed to submit sufficient detailed specification and evidence (scaled drawings, manufacturers samples, and clarity on which windows would be replaced) to demonstrate that the proposed uPVC replacement windows would have a similar visual appearance to the existing wooden windows as required by the GPDO.
