What decided it

The substantial harm to the significance of the Grade II listed washhouses, which would not be justified by the limited public benefits of the scheme, combined with the failure to provide adequate living conditions for future residents.

The limited public benefits of housing delivery and improved housing mix were outweighed by the substantial harm to the listed building's significance and the less than substantial harm to the setting of Alma Terrace, to which great weight must be given under the Framework and s.66 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
