Main issues, as the Inspector framed them
- the effect of the development on the character and appearance of the area, including the effect on heritage assets, with particular regard to the height, bulk, and massing of the proposal
- the effect of the proposal on highway safety, with particular regard to the provision of parking
What decided it
The town centre location with high accessibility to public transport, services and facilities, combined with the design quality of the proposal which respects the character and form of the area, justified allowing the appeal notwithstanding the shortfall in parking provision against the SPD standards.
The economic and social benefits of housing delivery and Class E uses in the town centre, maintaining activity and footfall, together with environmental benefits from climate change mitigation measures, outweighed the concerns about parking provision and height, given the town centre location and design quality of the scheme.
